Outside of the U.S., only embassy and consular officials are legally empowered to notarize U.S. documents. So your only official, legal, by-the-book option here is to go to SMA, see consular agent Ed Clancy, and pay the hefty fee. (That fee, by the way, isn't Clancy's fault. It's set by the State Department.)
However, there are some exceptions to this general rule. Many years ago, for some document or other that my bank wanted me to get notarized, I called them and asked whether they'd accept the seal and signature of a Mexican notario. Notarios, of course, aren't exactly notaries, but in this case my bank said yes. So, depending on what types of documents you have, it might be worth your trouble to ask.
