obtaining GTO vehicle license plates
Our Mexican-plated vehicle was originally licensed/registered in Jalisco, but we have moved here fairly recently, and just realized that we need to re-register it very soon. We have several questions about this process and are having trouble finding the information online. We both have US drivers' licenses, and are on temporary residency visas, eventually planning to become permanent residents.

1. Do we need to obtain Mexican driver's licenses to have our car re-plated here?
2. If not, can we wait on the drivers' licenses and just have the car re-registered and plated now? Basically, is there a reason to get a Mexican driver's license?
3. Has anyone been through this process? Do you know what type of identification was needed?

A few things from Sonia Diaz's site:


"Is the car registered in another state? if so, the plates and tarjeta de circulacion must be returned to that state before you can register locally. And, is the emission's test current and all past annual fees paid. Recently a client had outstanding fees and fines of 13,000 pesos in EDOMEX (countryside around Mexico City) before the vehicle could be registered in Guanajuato state. Emissions test needs to be current and fines paid. Prior to doing so that may mean driving to the state where vehicle is registered for the emissions test and paying outstanding annual fees before you can turn in plates. Sometimes, as I discovered there is a work around but expensive. This may include assigning factura to another person, courier plates to that person and pay to have plates turned in. Once the other state is completed and the Baja del Vehiculos issued, in your state you must have your vehicle physically inspected and a stolen report issued before the local office called Rentas will register your newly bought vehicle and issue state plates. There will be fees and likely a tax to complete this process."

I don't see anything on her site about a driver's license being required in GTO, but I have read it elsewhere. I might be worth the time and money to consult directly with here, since she seems to know more about this than just about anyone. She does have some information on obtaining a DL.
