You might try BanBajio's ATM's. ScotiaBank recently cut a deal with BanBajio and a couple of other smaller banks where they will process each other's ATM cards without fees.
As for opening a Mexican bank account, BBVA was opening accounts on a tourist visa as recently as four years ago, but this has probably gone the way of the dinosaur.
