Experience with ATMs in GTO to access US Bank Cash?

Any help to offer on GTO ATM use? Scotia Bank is partnered with my Bank of America account for ATM use, but their one ATM in town is malfunctioning, so it won't give me cash, and I don't hold out hope it will get fixed. I can get cash advances off my credit card, but for extra fees and charges and immediate interest paid. Does anyone have any helpful experience and hopefully solutions to accessing pesos at GTO ATMs from US bank accounts? Thanks!

(I considered opening an account at a Mexican bank in town and transferring money then withdrawing. But I suspect on a tourist visa I'm not eligible to open a Mexican bank account?)
