I've thought about this hopefully it is not the case. But I think and hope money coming from me to me an American should be exempt. Imagine what that would mean for the tourists. Seems over the top that they would get into ATM transaction more likely wire transfers to Mexican citizens and maybe western union type transactions fingers crossed
