I am returning to the States Tuesday and returning at the end of October. I am wondering if I should buy an unlocked phone in the States or just get something here. I do want a smartphone so I can get my email anywhere. Any advice would be appreciated.

Either way it can work. If you buy in the states, you have a larger selection and it can be unlocked here.

I would absolutely 100% buy it in the USA. As with everything in Mexico; what you get here will be the "cheap version" at an inflated price.

Definitely buy your phone in the U.S. I bought an iPhone (and not a cheap version) with a Telcel contract here last fall thinking that I could keep paying my contract, but change over the chip in the U.S. to an AT & T pay-as-you-go monthly deal. Well, that phone is locked up so tight that no one could unlock it legitimately, and of course Telcel won't. Best to buy a factory unlocked (as in never-locked) phone in the U.S., and then you will have flexibility, wherever you are.
