Immigration Officer for our area: Clemente Villapan, whose office in San Miquel de Allende, Leon Airport
Aduana (website) www.inm.gob.mx (his email) is cvillapando@inm.gob.mx (he has years of experience working US/MX law and is totally bilingual) is the representative who spoke on both July 29th and August 5th in San Miquel de Allende explaining all the new information about FM3 (long term visitor) and FM2 (immigrant). The FM3 is about $200 to complete and the FM2 closer to $275 each. As an immigrant you get the option to have a job so think of the extra money as making it possible to work and pay taxes to improve "your" new country. Be careful! (1) If you want to own a car, you have a limited amount of time on an FM2 to take a USA registered car back to the USA and sell it. (2) Also with an FM2, you cannot leave Mexico for more than a total of 18 months in the first 5 years of having the FM2. If you have an emergency, contact Clemente Villapan and he might be able to get that requirement "eased" so you don't have to start the FM2 process all over again. (3) You have to take a test to finally get the FM2 UNLESS you have title to land in Mexico.
