OK Folks,
So much and different information is being written on this forum by us, that it has become confusing even to those of us who often call and/or frequent both offices and, admittedly, even those of us who do this for a living. I have been guilty of receiving misinformation too. But this is what I know to be the latest? All applications go from the office in Le?n to SMA on daily basis for evaluation and approval. SMA is the main delegation, while Le?n (is a sub-delegation) but closer and more convenient for some. Please note that the terms FM3 and FM2 no longer exist, should no longer be used, and continue to cause confusion among new-comers. The requirements or conditions for the new procedures and the cost of these processes have also changed, depending on the type of visa you'd like to apply for. For Immigrant or Non-Immigrant, the required yearly income (about 25,000 pesos per month) must be now certified by your bank, Pension Fund Organization, and/or the Social Security Administration. If you own property in Mexico it is reduced to 50%. You may now also be required to pay for the Registro Nacional de Extranjeros (RNE - currently $750 pesos) as part of your application, etc. In order to better assist you, I have attached below, the most common forms currently used.
