Very possible that your state allows application for registering
and for receiving your ballot by email. Could be that you will have to send the paper ballot by snail-mail to your particular county. -dp Overseas Citizen Voter Absentee Voting Overview FVAP encourages the use of the Federal Post Card Application (FPCA) to start the absentee voting process as it is standardized for use across all States and will extend your eligibility to receive a ballot for all federal elections for at least one calendar year. The FPCA acts as both a registration and absentee ballot request form. We encourage overseas citizen voters to submit a new FPCA every year and when they move. Voter Registration and Ballots Register to vote, request an absentee ballot or check the status of your ballot. Some people are complaining about how complicated using this site is but they just passed me off to Washington State and it seemed pretty simple. I got my submission received email within 20 minutes. They give you the option to receive your ballot via Email so I'm not sure what a voter registration card will be for
