Views and atmosphere 10/10 (don't forget to check out the top tower terrace)
Cappuccino 5/10 (40 pesos, no tastier than Nescafe)
Food: 7/10 (only had pasta)
Prices are on the high side.

This restaurant is located behind the Jardin, entrance above the parking garage. It is worth a visit.

Great view and the best part of the meal was watching the full moon rise. However on the culinary side we found it bland. The Ensalada Dulcinea was perhaps the 2nd most boring salad I've ever had in a restaurant [1st place goes to what was called a Ceasar at a NJ restaurant facing the NYC skyline - a couple of pieces of Romaine and a little flaked Parmesan and that was it]. Back to the Dulcinea - I don't recall seeing the Julienne of veg as was described and perhaps equally I missed the nearest hint of mostaza in the aderezo. The crepe fritter 'bowl' was the tastiest part. Entrees: My wife choose the BROCHETA DE CAMARON EN SALSA DE MANGO . Usually when one sees brocheta a skewer comes to mind and on it something large enough to be skewered. Not here. It was a small portion of fairly small shrimp that did not appeared to be grilled served over a bed of rice with some marinated sliced tomatoes. A few minutes after it was served the waiter returned with an aluminum foil boat filled with more small shrimp 'Compliments of the Chef'. My RIB EYE EN SU JUGO was, although not the tenderest, tasty. It was accompanied by a half baked potato (half in the sense that it wasn't an entire potato) and a medley of broccoli, cauliflower and carrots which I guessed where steamed some time earlier and then refrigerated. Wait service and table setting could use some attention - when paying the prices asked one shold expect the cutlery placed correctly and uniformly. Would I go back? - maybe if I had a visitor and wanted a view.

Speaking of restaurants with views has anyone been to the Casa Colorado above Pipila lately? - they have fantastic views and [from the last visits I've made now 2-3 or more years ago] dismal food.

On your question about Casa Colorada - they have a new chef, better food now. Breakfasts are tasty with excellent value for the price. Evenings are considerably more expensive. A selection of bread is complimentary to all breakfast dishes. All my visiting guests to Mexico have loved their breakfasts there lately.
