elderly Americans receiving Social Security payments."

I argue against eliminating fees, but say, reduce them to around $200; enough for applicants to demonstrate that they're serious. (I learned the hard way, a few years back, that when you make something free, people think that it isn't worth anything.)

More important is to drastically reduce the amount of paper shuffling that goes with immigration (as well as IMSS or Seguro Popular). For demonstrating income, proof of Social Security or Canada Pension Plan/Old Age Security should be sufficient. One set of fingerprints should be enough.
