Guanajuato Retirement

Hi Everyone. Still considering Guanajuato but for the last 6 months have been looking at Romania. Quite a few reasons why, but the big attractions are fastest average Internet in Europe, costs comparable to lower cost cities in Mexico, English widely spoken, violent crime rate comparable to Canada. But not the best weather and a long way aways. I see that Megacable is offering Internet in Guanajuato now. How's the speed and reliability? Their website offers 100 meg speeds. Is that available, or at least the 50 meg, and is it affordable? The other big question is as the Peso has declined against the Dollar has the city become noticeably more affordable? Thanks for your help!
