You might run into some expats in the Jardin de la Union or Plaza San Fernando, both have several outdoor restaurants.

Although DML is correct that Desmond's Irish Pub attracts a younger crowd, being near the university, I was always there in the early evening and did run into some local expats. Desmond was always a pleasure to talk to, but rarely in. Also, they had clean toilets, with paper!!!
