There's a toll-free number for appointments at any IMSS clinic: 01-800-681-2525. As The Duck says, you'll probably need to know your consultorio number and whether your doctor is on the morning or afternoon shift. If you don't know that information, it should appear on the first page of your IMSS booklet. We've tried to make appointments by calling the Cata clinic but have been told to use the 800 number.

If phoning doesn't work for you, what most people do is just show up and wait. If their doctor has the morning shift, they arrive as early as 5:00 or 6:00 (no kidding) to stake their place in line.
