Here's an example. I've been trying to access http://athletics.sfu.ca , and get "the connection has timed out".

First, I've tried this with both Infinitum and Google's DNS servers, and got the same result.

However, when I switch on my proxy server, which makes it appear that I'm in the US, it loads fine.
