It might better to consider buying a "Mexican" car. If you buy a US reg car that is under a temp import permit then the owner would need to do a border run to cancel the permit* and then complete the sale. Next you'd have some delay while waiting to get a new title in your name - and of course you'd also have to go to the border to "import" the car under your name.

*of course you could ignore all the hassle here and if life goes smoothly who is to know? But should something go wrong, as I understand it, liability remains with the holder of the temp import permit.
