Please explain how to avoid IVA on books. Our nonprofit published a book. The proof was sent to use by the USA printer using UPS. We were forced to pay IVA $5.60. I contacted UPS and after weeks of "checking" they assured me that "all books coming into Mexico, regardless of the use intended, require a 17% payment to IVA."
