Apple Watch - Where to buy?

An Apple Watch requires needs an iPhone with cellular service to be activated and continually sync with. You can't even change the time on your Apple Watch after traveling to a different time zone, without syncing it to your iPhone.
We purchased an Apple Watch 4 and reconditioned iPhone 6, and then Telcel Amigo (pay-as-you-go) service. Basically, it works as advertised, with this major caveat and other Apple software license fine print in mind. The second caveat is a lot of the advanced health features of the Apple Watch (like AFib monitoring) haven't been approved by Mexico's equivalent of the FDA, and won't work in Mexico. We haven't tried connecting to a VPN as a workaround, but have verified the features do work while roaming inside the U.S.
