I would certainly hope that Guanajuato CITY has fewer deaths than Washington State. Guanajuato City has a population of 160,000, Washington State has a population of 7.6 million. A better comparison would be against Kitsap County, WA, which has a population of 271,000, so a bit less that twice GTO's population. Kitsap Co. has only 12 deaths.

One more comparison: Yakima County, which I understand is a hot spot, has a population of 243,000, and 256 deaths.
