Immediately accepting an acknowledgement from the cops that she had reported the crime, which would then enable her to take a copy of that to relevant entities in order to (relatively) quickly get new cards, ID, etc. However, no investigation of the crime would then result and nothing further would be done.
b.) Initiate an investigation, which would then hold up the issuance of any document acknowledging that she had reported the crime until some time later, if ever, in the process; one which of course no one was willing to speculate about how long that might be.

Given the fact that no one was physically harmed and the amount involved was 50 piddling pesos, you can imagine just how much time the cops were going to devote to any "investigation," so she opted for getting the necessary document right away, and so that's that."
