Does your street have a street sweeper? I lived in San Juan de Dios in la Presa for 15 years and there was a municipal employee that would sweep the street and pick up litter. One time the dumpster on the corner was seriously neglected - no pickup had occurred in over a week. I went to the Presidencia Municipal (city hall) and found someone to talk to in the sanitation department. I explained the situation, she got on her walkie talkie and before I returned home a few hours later the matter (and the mess) had been dealt with. I was impressed by how responsive the city was. Also in my street, there was an occasional street cleaning that most members of the neighborhood participated in - when I noticed it happening I'd join in as well.

If you google "limpieza civil en guanajuato" you'll find several more or less current articles in Spanisih reegarding streeet cleaning and the cleanliness of GTO in general.
