Seguro Popular refused to renew me

There's another question, maybe you can answer this jesm, my SP card has an end date of 21st of July. Can I renew before the this date, or must I wait till that date or after? When I went to the SP office in SMA, the person there didn't look at my papers, just said that I had to be a Mexican citizen, so I don't know if he would have renewed it regardless of the date. If I remember right, the last time that I renewed, I did it a few days before the end date. However, I read on the SP website, if I'm not mistaken, that a person should bring in the SP expiration notice (that is ostensibly mailed to you) when going to renew.
