Moving money?

I just went through the process of opening an account in Tlaquepaque. We have Temporary Residency. As someone said it seems like a hit or miss process to me. The first Citibanamex branch I went into told me I couldn't open account unless we were Permanent Residents. I went to a Banorte branch. After calling someone the bank person again told me I couldn't do it. I went into a second Citibanamex branch. Again, I was told No, but he did make a call and eventually opened an account for me. I've had similar experiences with my Fidelity card. One day it works at a branch, the next day it doesn't. Fidelity doesn't even have a record of my failed attempts. Strange.
