Most of these rural areas should have internet service thru Telmex the large national telephone utility.
Megacable, much newer wired provider, may not yet serve many smaller rural communities. Sky is a satellite service, we use it for TV, but I don’t know anything about their internet offering.
I’ll add Puentecillas to the list of attractive pueblos within 20 minute drive.
Izzenhood is correct in that many of these spots will have very few, if any, non nationals.
