I would have to agree with Jesm about several of the pueblas he mentioned. From my one-time visits to Calderones, El Cubo, and Monte de San Nicolas, my guess is that you would be the only non-natives living there. Then again I think you could run your dog in or near those areas. Other areas you might consider are Santa Rosa and Santa Ana, aka Llanos de Santa Ana. My guess is that some folks in all of those pueblas have some sort of internet. I live in a city of 100,000 in Colorado, and on every visit to Guanajuato I've found the internet to be a little better in MX.
