Check out eFax https://en.efax.com/
and Ring Central https://www.ringcentral.com/
and their pricing plans. Both claim to offer a "free service" for limited usage. Take that with a grain of salt.

I've been using https://www2.myfax.com/ for years. Never had to pay them anything.
