I'm wondering whether if you get on one of the local green and white buses in Guanajuato that eventually you'll end up back where you started.
Also, do all of the local buses circuit from the bus stop down the street from Mercado Hidalgo or are there a different set of buses that circuit from near Plaza Allende or Plaza Embajadoras?

Sort of - but the routes are not circular. At the end-of-the-line the driver takes a brief siesta. I've been allowed to stay on board during the siesta and make the return journey without additional charge.

There are various temini.
I learned both Kolkata and years later Guanajuato by just taking buses to the end of the line and figuring out how to get back. Kolkata was a real challenge and full of adventure. GTO was a simple piece of cake - get on a bus and see where it goes. GTO isn’t all that big and you really won't get all that lost.

Definitely not. The area directly north of the Alhondiga, around the Hotel Mineral de Rayas and Coppell on Antigua Calle de Salgado, is a major herding area for buses. That's why that area is always congested.
