It's in English but the form you fill out is not designed for
foreigners. For example you cannot specify the state
that you come from in the U.S. Just put in a Mexican
state to satisfy the requirement.

Dear President Peña,
The new president of the United States intends to build a wall
against Mexico. Permit me to suggest the following response to
such an outrage.
In contrast to Donald Trump's barrier, México will build a bridge
of welcome to a large community of Americans.
The proposal:
The nation of Mexico invites Americans who rely on Social Security
payments of any amount to come to live in the country--free of any
mmigration fees or charges--and to undertake permanent residency.
Mr. President, this initiative would not only demonstrate the hospitality
of México but would certainly result in a surge of financial contribution
to the Mexican economy.

El nuevo presidente de los Estados Unidos tiene la intención de construir un muro contra México. Permítame sugerir la siguiente respuesta a tal indignación.
En contraste con la barrera de Donald Trump, México construirá un puente de bienvenida a una gran comunidad de estadounidenses.
La propuesta:
La nación de México invita a los estadounidenses que reciben de la Seguridad Social pagos de cualquier cantidad para venir a vivir en el país - libre de cualquier immigration honorarios o cargos - y para llevar a cabo la residencia permanente.
Señor Presidente, esta iniciativa no sólo demostraría la hospitalidad de México, pero sin duda resultaría en un aumento de la contribución financiera a la economía mexicana.
