Sorry, another Permanente question.
My FM3 expires in November, and I will transfer to Permanente status.
I am currently in the USA, but will return when my FM3 is still valid.
Do I need to apply at a consulate in the US, or can I do everything once I arrive in GTO? Any guidance is greatly appreciated.

I hope you mean Temporal Visa because an FM3 hasn't existed for four years
By expires I assume you mean you have had the Temporal for 4 years.
If you already have a Temporal .... all your business is with INM in Mexico.
You should talk to INM as close to 30 days before expiration as possible
