I like the Emerson quote in your signature and consider that a worthy sentiment to remember day by day. Thanks for reminding me this day. It seems especially apropos in reference to the warnings the US government likes to issue about things that *could* happen. As to motives, I believe markojals stated it quite succinctly.

Notice that there's no mention of anywhere in the Western Hemisphere, meaning Mexico, the US, Canada, Central or South America.
