Huffington Post ran this story yesterday: Mexican Vigilantes Seize Town, Arrest Police
My take on this is, we have a difference of opinion here on whether these people with guns are "vigilantes" or "community police". Here's a couple of articles that present the "community police" point of view:

According to friends in that area it was not the toll road but the Libre (free highway) that was blocked.
